You need to have an accurate count of the software consumption and know in detail the hardware infrastructure on which the programs are run. Knowing the number of processors/cores, for example, can be decisive in determining which license model to use. It would be necessary to have accurate HW and SW inventories, able to detect all the machines connected to the company network, both physical and virtualized, and the software executed on these machines. Doing it manually from multiple sources takes a lot of time, the ideal would be to automate data collection and reconciliation, so that they are already normalized and ownership identified.  

Check the contractual terms and conditions

Verifying whether or not the use of the applications complies with the interpretation of the license terms and conditions takes time, especially if you do not know which elements to check. It would be necessary to know in detail the policies of the vendors and to set up verification automatisms that, in performing the matching between the license usage rights and the consumption data, are able to monitor also the possible critical elements. Multiple logons or excessive work times may indicate the presence of unregulated indirect accesses. But you need to know in advance what to look for and what the vendor’s policy is about it.
